संयुक्त सचिव (डी पी ए) (श्री मनप्रीत वोहरा) : जो आपने पहला प्रश्न उठाया उसके बारे में तो मैं दूसरा प्रश्न आपसे पूछूंगा कि अगर अफ्रीका में हम पहले से ही 9 बिलियन डालर की ऋण सहायता पहले ही प्रदान कर चुके हैं, 6.5 बिलियन डालर की परियोजनाएं पहले से चल रही हैं तो स्पष्ट रूप से हमारी ऋण सहायता की जो शर्तें हैं उनके हित में होंगी। इसलिए वे स्वीकार कर रहे हैं हमारी ऋण सहायता।

11. At the request of the Nepalese side, the Joint Commission acknowledged the need to relax the requirement of Indian content for the road projects included in the US$ 250 million LoC and agreed that the Indian content requirement would be reduced to 50 %.

नेपाली पक्ष के अनुरोध पर संयुक्त आयोग ने 250 मिलियन अमरीकी डालर के लाइन ऑफ क्रेडिट में शामिल सड़क परियोजनाओं के लिए भारतीय अंतर्वस्तु की आवश्यकता में ढील देने की आवश्यकता को अभिस्वीकार किया तथा इस बात पर सहमति हुई कि भारतीय अंतर्वस्तु संबंधी आवश्यकता को घटाकर 50 प्रतिशत किया जाएगा।

12. All ambiguities which may have arisen in the interpretation of the Standard Operating Procedures must be removed immediately–there appears to be a mistaken perception that trucks and drivers plying the trans-LoC trade route would be granted immunity from prosecution if they indulge in criminal activities.

Ek aisa mahaoul jahan par lagatar, nirantar hum dekh rahe hain ki aatankwad chal raha hai, hinsa chal rahi hai, LOC par firing chal rahi hai, din-pratidin terrorists ki ghuspaith ho rahi hai, infiltrators aa rahe hain, hamare soldiers ko attack kar rahe hain, toh aise vatavaran mein sarthak baatcheet kaise ho sakti hai.

एक ऐसा माहौल जहां पर लगातार निरंतर हम देख रहे हैं कि आतंकवाद चल रहा है, हिंसा चल रही है, एलओसी पर गालीबारी चल रही है, दिन प्रतिदिन आतंकवादियों की घुसपैठ हो रही है, घुसपैठी आ रहे हैं, हमारे सेनानियों पर हमला कर रहे हैं, तो ऐसे वातावरण में सार्थक बातचीत कैसे हो सकती है।
